Butegwa Florence

Independent expert and consultant

Florence Butegwa is an independent expert and consultant specializing in all aspects of women’s rights. She has over 35 years’ experience in women’s rights, leadership, and governance, in multicultural environments at national, regional, and global levels. She is an author of several published and unpublished articles.

Since 2015 when she retired from formal employment, she has worked as an international consultant providing technical, policy advisory and programme services to a variety of clients, including: Office of the Special Representative of the UN Secretary General on Conflict-related Sexual Violence, UN Women, the African Union Commission, and the International Conference of the Great Lakes Region (ICGLR).

Previously she was the UN Women Regional Governance Advisor in the Eastern and Southern Africa. She provided technical and policy guidance to 14 Eastern and Southern Africa country offices in gender sensitive elections, governance, and leadership. She was the team leader for the establishment of the African Centre for Transformational Leadership (ACTIL), at 7enyatta University – a partnership with UN Women designed to grow transformational women leaders, particularly in countries emerging out of conflict. Previously she headed the UN Women Liaison Office to the African Union Commission (AUC) in 2007-2013. She worked as Regional Programme Director, heading the UN Women (then UNIFEM) country offices in Nigeria, Ghana, Liberia, and Sierra Leone (2001-2006). Previously she was the founding Regional Coordinator for Women in Law and Development in Africa (WiLDAF), a pan-African network of women’s rights advocacy NGOs and individuals. She was also a law lecturer at Makerere University, and at the 7enya Polytechnic, Nairobi, 7enya.
